The invention provides a symbiotic organic planting and cultivating method and a device thereof for vegetable, earthworm and fish, which are in line with nature cultivation law and easy to plant without using any chemical fertilizers or pesticides. The technical means of the invention is to provide an organic planting and cultivating device comprising a cultivating unit for cultivating fish, a planting unit for planting vegetables, and a breeding unit for breeding earthworms. An irrigation unit and a water recovery unit are disposed between the cultivating unit and the planting unit. The breeding unit is provided with a compost area, a breeding area, a filtering area and an open area. The open area is located in the water of the cultivating unit to make the filtering area immersed in the water. The earthworms bred by the breeding unit are used to feed the fish. The organic fertilizer produced by the breeding unit is applied to the planting unit via the irrigation unit so as to be used to plant the vegetables.
