PURPOSE: A block with functions for collecting initial rain and planting, and a construction method using the same are provided to construct eco-friendly urban landscapes using the block planted with lawn grass or flowers for landscaping, and to prevent flood damage by reducing the momentary amount of drainage from a sewer pipe during localized heavy rain. CONSTITUTION: A block with functions for collecting initial rain and planting includes a lower body(10), an upper body(20), and a water collection module(30). The lower body has a water collection space in which initial rain is collected, and a plurality of through holes from which the collected initial rain is drained underground. The upper body installed on the upper side of the lower body has an accommodating space where soil for planting lawn grass or flowers for landscaping is accommodated. The water collection module installed inside the upper body has a plurality of water collecting pipes for collecting the initial rain in the lower body.본 발명은 초기우수 집수 및 식재 기능이 구비된 블록과 이를 이용한 시공방법에 관한 것으로, 이는 내부에 초기우수가 집수되는 집수공간(11)이 마련되고, 집수공간(11)의 상면에는 복수 개의 연통공(12)이 형성되며 저면에는 복수 개의 관통공(14)이 형성된 하부본체(10)와； 하부본체(10)의 상면에 설치되며, 내부에 흙이 수용되어 잔디 또는 조경용 화초가 식재되는 수용공간(21)이 마련된 상부본체(20) 및； 상부본체(20)의 내부에 설치되며, 상하로 연통되어 연통공(12)과 연결되고, 초기우수를 하부본체(10)로 집수하는 복수 개의 집수관(32)이 구비된 집수모듈(30)을 포함하는 것을 기술적 특징으로 한다.상기와 같은 구성에 의해 본 발명은 보도를 따라 잔디나 조경용 화초가 식재된 블록이 설치되므로 자연친화적으로 도시 조경을 조성할 수 있고, 집중 호우시 블록의 하부본체에 마련된 집수공간으로 초기우수가 빠르게 집수되므로 하수관을 통해 배수되는 순간 배수량을 줄여주어 침수 피해가 예방 및 경감된다.
