PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion composition having excellent touch feeling and storage stability.SOLUTION: There is provided an oil-in-water type emulsion composition containing the following components (A) to (D). (A) 1.2 mass% or more and 4 mass% or less of one or more selected from starch and etherified starch based on water (B) 0.01 mass% or more and 0.25 mass% or less of one or more selected from a poly(meth)acrylic acid, a poly(meth)acrylic acid-alkyl (meth)acrylate copolymer and a salt thereof based on the whole component (C) 0.1 mass% or more and 1.6 mass% or less of a polyacrylamide compound based on the whole component and (D) 4 mass% or more and 30 mass% or less of one or two or more selected from a volatile oil agent and a nonvolatile silicone oil based on the whole component.
