The ratio of the oxyethylene group with respect to the total of the C3-4 oxyalkylene group and the oxyethylene group is 20-80 mass%. R1 and R2 are the same or different C1-4 hydrocarbon group or a hydrogen atom.), (c) a nonionic surfactant, (d) oil, and (e) water. The objective of the present invention is to provide, with respect to an oil-in-water type emulsion composition comprising (a) an acrylic acid-methacrylic acid alkyl copolymer as a polymeric emulsifier, an oil-in-water type emulsion composition and a cosmetic material which have excellent stability and usability.
