PROBLEM TO BE SOLVED: To provide an oil-in-water emulsified cosmetic which can exhibit sufficient ultraviolet protection ability and water resistance while suppressing the content of an ultraviolet absorber. SOLUTION: The outer aqueous phase contains a component (a) a fine metal oxide whose surface is coated with a trialkoxyalkylsilane and / or an alkyl titanate, and a component (b) a polyether-modified silicone, which is contained in the inner oil phase.
