PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsified cosmetic having a moist feeling and richness while having no powder stain and a fresh feeling of use. SOLUTION: An oil-in-water emulsified cosmetic composition comprises (A) a polyacrylamide compound, (B) an alkyl-modified carboxyvinyl polymer, (C) a non-emulsifiable elastomer, (D) an ultraviolet absorber, and (E). It contains 0.05 to less than 0.5% by mass of the total amount of the cosmetic, and a liquid surfactant at room temperature of 25°C.
