PURPOSE: A two-layered lotion having a polar oil on an aqueous phase is provided to improve skin safety and to enhance skin penetration and moisturizing. CONSTITUTION: A two-layered lotion contains an aqueous phase and an oil phase. The oil phase contains aqueous polymers and polar oil. The polar oil is dispersed in a particle in case of shaking the lotion. The aqueous polymer is sodium carbomer, carboxyvinyl polymer, acryl polymers, xanthan gum, gellan gum, hyaluronic acid, guar gum, locust bean gum, Arabia gum, pectin, mannan, starch, or sodium carboxy methylcellulose. The aqueous phase contains a moisturizing agent.본 발명은 극성오일을 수상의 상층에 형성되도록 하는 2층상 화장수의 제조 방법에 관한 것으로 계면활성제를 함유하지 않고 적당한 분산력을 가지는 수용성 폴리머류와 정제수의 혼합액에 극성 오일을 혼합한 후 고압호모기를 통과시킨 다음 보습제를 함유하는 수상에 넣어 상층에 오일을 안정하게 띄움으로써 피부에 자극이 적고 피부흡수 및 보습 효과가 우수한 2층상 화장수 제조 방법 및 이로부터 제조된 2층상 화장수에 관한 것이다.
