PROBLEM TO BE SOLVED: To provide a technique for stably containing an easily crystallizing water-soluble active ingredient exhibiting functionality on the skin in a cosmetic composition. SOLUTION: Takauchi contains (A) emulsifier, (B) oil, (C) water, and (D) easily crystallizing water-soluble active ingredient, and the ratio of the aqueous phase is 70% by mass or more. It is a cosmetic composition characterized by being a phase W / O type emulsifying composition. Further, it is characterized in that the easily crystallizing water-soluble active ingredient is contained in the aqueous phase of a cosmetic composition composed of a high internal phase W / O type emulsified composition in which the ratio of the aqueous phase is 70% by mass or more.
