The present invention relates to a cosmetic composition comprising a plant-derived surfactant, for stabilizing high contents of useful ingredients and, more specifically, relates to a cosmetic composition, for effectively combining the advantage of an oil formulation with excellent moisturizing power with the advantage of a water gel formulation having fresh usability and convenience in use without flowing down. The gel formulation containing high contents of useful ingredients with transparency is performed by using the plant-derived surfactant and a high-pressure emulsification method, without using a PEG-based or ionic surfactant, which can generate skin irritation.본 발명은 식물 유래 계면활성제를 포함하여 고함량의 유용성 성분을 안정화한 화장료 조성물에 관한 것으로서, 보다 상세하게는 피부 자극을 일으킬 수 있는 PEG계 또는 이온성 계면활성제를 사용하지 않고 식물 유래 계면활성제와 고압유화법을 이용함으로써 고함량의 유용성 성분을 함유한 투명감이 있는 젤 제형을 구현하여 보습력이 우수한 오일 제형의 장점과 흘러내림이 없어 사용이 편리하고 산뜻한 사용감을 가지는 수분 젤 제형의 장점을 효과적으로 융합한 화장료 조성물에 관한 것이다.
