PROBLEM TO BE SOLVED: To provide a mooring device preventing the submersion of a floating element even a water surface rises, preventing the floating element from moving in all directions when the water surface descends, capable of mooring the floating element at a fixed position, and improving water surface use efficiency. SOLUTION: The mooring device comprises an arm 2 fixed to the floating element 1 at one end portion, a mooring rod 4 inserted in the arm 2 and guiding the arm 2 in a vertical direction, a mooring float in which the mooring rod 4 is inserted and making an axis of the mooring rod 4 vertical, and a spindle 6 provided at one end portion of the mooring rod 4.
