The present invention relates to an apparatus and a method for manufacturing feed by using byproducts of fruits and vegetables. The apparatus for manufacturing feed by using byproducts of fruits and vegetables comprises: a crusher crushing byproducts of fruits and vegetables into a predetermined size a sterilization heating device heating the byproducts of fruits and vegetables crushed in the crusher to make the byproducts into feed a conveyor belt disposed on the downstream side of the sterilization heating device and a plurality of packing containers disposed on the conveyor belt. The sterilization heating device comprises: an outer container having an accommodation space an inner container disposed inside the outer container a pressure lid coupled to upper portions of the outer container and the inner container and having a steam discharging hole to withstand pressure higher than the atmospheric pressure and a heating member heating the outer container. The inner container is filled with the byproducts of fruits and vegetables, and the same are heated in boiling water which fills the gap between the outer container and the inner container.
