PURPOSE: A composition containing urushiol-removed Rhus verniciflua Stokes fermentation extract is provided to promote hair growth without irritation to scalp and to prevent alopecia. CONSTITUTION: A method for manufacturing hair cosmetic composition comprises: a step of preparing Rhus verniciflua Stokes extract using purified water, methanol, ethanol, glycerin, ethyl acetate, butylene glycol, propylene glycol, dichloromethane or hexane at 80-100 Deg. C.； and a step of inoculating Grifola frondosa HB0071(KCTC 10337BP) to the extract and fermenting the extract at 4-40 Deg. C. for 1-4 days to prepare Rhus verniciflua Stokes fermentation extract. The hair cosmetic composition contains 0.01-30 wt% of the Rhus verniciflua Stokes fermentation extract as an active ingredient. The hair cosmetic composition is manufactured in the form of a hair tonic, hair lotion, hair cream, hair spray, hair mousse, hair gel, hair conditioner, hair shampoo, hair rinse, hair pack, or hair treatment.본 발명은 옻나무(Rhus verniciflua Stokes)를 발효기술(Fermentation technology)을 접목하여 자극 물질인 우루시올(Urushiol)을 효과적으로 제거하고, 이를 이용하여 얻어진 옻나무 발효 추출물을 유효성분으로 함유하는 것을 특징으로 하는 탈모방지용 조성물 및 자극완화용 조성물에 관한 것으로, 두피에 자극을 주지 않으면서 모발 생장을 촉진하고 모근 세포의 활성을 촉진하며 모낭충 억제 효능을 통하여 탈모방지효과를 발휘한다.
