Pharmaceutical/cosmetic composition comprises a hydrophilic phase, a lipophilic phase and a principal ingredient in a solubilzed form in the phases. An independent claim is included for a process of preparing the composition by: (1) mixing the principal ingredient with the hydrophilic solvent at 40-80 [deg] C to obtain the principal ingredient solubilzed hydrophilic phase； (2) mixing the principal ingredient in the lipophilic solvent at 40-80 [deg] C to obtain the principal ingredient solubilzed lipophilic phase； and (3) mixing the phases. ACTIVITY : Antipsoriatic. MECHANISM OF ACTION : None given.
