The present invention relates to a cosmetic composition comprising fucoidan for a mask pack, which can effectively provide a skin cosmetic effect by fucoidan by containing a large amount of low molecular weight fucoidan, and has a novel composition with high preference by consumers, and to a manufacturing method thereof, wherein the cosmetic composition is used by being immersed in an absorbent sheet, and 70 to 80 wt% of fucoidan having the molecular weight of 1,000 Da or less is contained in the absorbent sheet.본 발명은 저분자 후코이단이 다량으로 함유되어 후코이단에 의한 피부미용효과를 효과적으로 얻을 수 있으며, 소비자들의 기호도도 높은 새로운 조성의 저분자 후코이단이 함유된 마스크팩 화장료 조성물 및 그 제조방법에 관한 것으로서, 본 발명은 흡수성 시트에 함침시켜 사용하는 것으로서, 분자량이 1,000Da 이하인 후코이단이 70~80중량부 포함되는 것을 특징으로 한다.
