The present invention provides an emulsive cosmetic composition containing oleanolic acid and salvianolic acid for wrinkle improvement or skin whitening and a manufacturing method thereof. The composition includes multiplex liquid crystal particles having a lamella structure in which an aqueous part including salvianolic acid, purified water, a liquid crystal type emulsifier, a moisturizer, and a viscosity enhancer and an oil part including oleanolic acid, a complex emulsifier, a ceramide composite, and a phytosterine derivative are alternately stacked, wherein the complex emulsifier includes glyceryl stearate SE, behenyl alcohol, ceramide NP, cetearyl alcohol, cholesterol, and hydrogenated lecithin, and thus, the oleanolic acid and salvianolic acid are dispersed evenly in the cosmetic composition to be stabilized at the same time as well as making the stabilization long-lasting.본 발명에서는 살비아놀릭산(Salvianolic acid), 정제수, 액정형 유화제, 보습제 및 점증제를 포함하는 수상부와 올레아놀릭산(Oleanolic acid), 복합 유화제, 세라마이드 복합체 및 피토스테릴 유도체를 포함하는 유상부가 유상부가 번갈아 적층된 라멜라 구조의 다중 액정 입자를 포함하며, 상기 복합 유화제는 글리세릴스테아레이트에스이, 베헤닐알코올, 세라마이드엔피, 세테아릴알코올, 콜레스테롤 및 하이드로제네이티드레시틴을 포함함에 따라, 상기 올레아놀릭산 및 살비아놀릭산이 화장료 조성물 내에 균일하게 분산되어 동시에 안정화되면서도 안정화된 상태가 장기간 유지될 수 있도록 하는, 올레아놀릭산 및 살비아놀릭산을 포함하는 피부 미백 또는 주름 개선용 수중유형 화장료 조성물 및 이의 제조방법을 제공한다.
