PROBLEM TO BE SOLVED: To provide a process capable of stably producing a skin cosmetic which excels in liquid stability and enables long-term storage by controlling deflection of the product viscosity.SOLUTION: The process for producing the skin cosmetic includes following components (A) to (E) and water, wherein a mass ratio (MD/MA) of the mass MD of the component (D) to the mass MA of the component (A) is not less than 4 and a mass ratio (ME/MA) of the mass ME of the component (E) to the mass MA of the component (A) is 0.05-0.2, and includes a step (1) of mixing the components (A) with (D) so as for the mass ratio (MD/MA) to come to 4-8 and, after the step (1), a step (2) of mixing the remaining portion of the component (D), the component (E), and water.
