The present invention relates to a functional sheet for ground stabilization manufactured with short fibers. More particularly, the functional sheet for ground stabilization of the present invention forms a single layer of a sheet by combining polyolefin short fibers by needle-punching and forms a plurality of concavo-convex structures on at least one side of the sheet, thereby improving physical properties of the sheet. The functional sheet for ground stabilization can be installed to the top part or the bottom part of the ground and thus can be used for various purposes such as for weed-proofing, civil engineering, constructions, etc. The polyolefin short fibers in the present invention can be polyethylene short fibers, polypropylene short fibers, or polyisobutylene short fibers. The area of one convex part of the concavo-convex structures of the sheet is 0.5 to 6 mm^2, and the total area of convex parts constitute 30 to 70% of the entire area of the sheet.
