PROBLEM TO BE SOLVED: To provide a soil packaging film, capable of improving the efficiency of sowing work and also strongly holding the soil and a soil package.SOLUTION: A soil packaging film 10 is formed of a heat-shrinkable film containing biodegradable resin as a main component, in which at least one or more holes 11 are formed.
