PROBLEM TO BE SOLVED: To provide a water-soluble zinc oxide composition containing zinc oxide in a high content.SOLUTION: The water-soluble zinc oxide composition contains zinc oxide, proline or its salt, and glycine or its salt, in which the molar ratio of zinc oxide to proline or its salt ranges from 1:2 to 1:20, the molar ratio of zinc oxide to glycine or its salt ranges from 1:0.1 to 1:2.
