The present invention relates to a device and a method for producing sterilizing water that is used as dental mouth cleansing water and water for a hand piece and, more particularly, to a device and a method for producing dental sterilizing water in which this device is disposed in the middle of a water supply line so that the sterilizing water can be supplied to every unit chair in a dental clinic and patient infection and hand piece contamination attributable to a patient can be prevented. The dental sterilizing water production device according to the present invention includes: an electrolyzer； an electrode for electrolysis； a round structure in an upper portion of the electrolyzer； a power supply device supplying power to the electrolyzer and capable of preventing scale generation by periodically changing the polarity of the electrode； a temperature sensor measuring the temperature in the electrolyzer； an explosion prevention device capable of cutting the power supply depending on the temperature in the electrolyzer； and a water flow sensor cutting the power supply to the electrode by detecting a water flow in the electrolyzer.본 발명은 치과용 입 헹굼수 및 핸드피스용 물에 사용하는 살균수를 제조하는 제조 장치 및 제조 방법에 대한 것으로, 더욱 상세하게는 본 장치를 물의 공급 라인 중간에 설치함으로써 치과 내의 모든 유닛체어에 살균수를 공급하여 환자의 감염 방지 및 환자로부터 핸드피스의 오염을 방지할 수 있는 치과용 살균수 제조 장치 및 제조 방법에 대한 것이다. 본 발명에 따른 치과용 살균수 제조장치는 전해조, 전기 분해용 전극, 전해조 상부의 둥근 구조, 전해조에 전원을 공급하고 주기적으로 전극의 극성을 바꿔 스케일의 발생을 방지할 수 있는 전원 공급장치, 전해조 내부의 온도를 측정하는 온도센서, 전해조 내부의 온도에 따라 전원 공급을 차단할 수 있는 폭발 방지장치, 전해조의 물 흐름을 감지하여 전극에 전원 공급을 차단시키는 물 흐름 센서를 포함하여 구성된다.
