The present invention relates to an integrated collecting and dispensing device. The integrated collecting and dispensing device includes: a soft container body; a dropper including a collecting rod received in the container body and a discharge port disposed on the end opposite the collecting rod, the dropper covering an open end of the container body; and a filter box disposed between the container body and the dropper. The filter box has a through-hole which is closely attached to an outer surface of the collecting rod so as to enable the collecting rod to pass therethrough. A discharge hole extends through the collecting rod and the discharge port. A cutting part for cutting the collecting rod in a direction crossing the discharge hole is disposed on the collecting rod. Thus, when the collecting rod having the discharge hole extending therethrough and through the discharge port is cut after materials react with each other within the container body, the discharge hole may easily communicate with the inside of the container body. Thus, the reactant may be collected and dispensed using a unitary structure.
