To provide an antibacterial film that can exhibit a sufficient antibacterial effect for space, without impairing the properties of an article in contact with the antibacterial film (e.g. the flavor of a food), and a packaging material containing the antibacterial film.SOLUTION: An antibacterial film contains a base material, an adhesion layer, and a thermal fusion resin layer, the adhesion layer containing an antibacterial agent selected from the group consisting of an aldehyde compound having a molecular weight of 200 or less.
