The problem to be solved by the present invention is to provide an oil-in-water type emulsion composition that is excellent in feeling in use, particularly excellent in freshness.An oil-in-water-type emulsion composition comprising: an oil phase； an aqueous phase in which the oil phase is dispersed； a core-corona type microgel in which a hydrophilic group is partially provided on the surface of a hydrophobic gel fine particle as a dispersant that disperses the oil phase in the aqueous phase； and an agar microgel having an average particle size of 10 to 100 µm.
