Disclosed is a cosmetic composition for reducing skin wrinkles prepared by using a technology of a nano-capsule with excellent skin-permeability and stability wherein active ingredients permeate a deep portion of skin and can promote effects of reducing skin wrinkles and improving whitening. According to the present invention, the cosmetic composition for reducing skin wrinkles prepared by using a technology of a nano-capsule with excellent skin-permeability and stability comprises 5-15 vol% of sodium hyaluronate, 6-9 vol% of sodium polystyrene sulfonate, 4-6 vol% of sodium silicate, 4-6 vol% of acetyl hexapeptide-8, 0.5-2.0 vol% of proline, 0.5-2.5 vol% of lysine, 0.1-1.5 vol% of copper tripeptide-1, 0.1-1.0 vol% of dimethyl ethanol amine (DMEA), 0.2-0.9 vol% of pantothenic acid, 0.3-0.7 vol% of lecithin, 0.1-0.8 vol% of cholesterol, 0.2-0.7 vol% of ethylhexylglycerin, 0.3-0.8 vol% of caprylyl glycol, 0.1-0.6 vol% of hexylene glycol, 0.02-0.06 vol% of adenosine, 0.0001-0.01 vol% of rh-oligopeptide-1, and the remainder being water. Each of the proline, lysine, copper tripeptide-1, and lecithin is captured in the nano-capsule. (A volume of the nano-capsule is ignored.)피부 깊숙이 유효성분이 침투해 피부주름 및 미백 개선 효과를 도모할 수 있는 피부 침투성 및 안정성이 우수한 나노캡슐 공법을 이용한 피부주름 개선용 화장료 조성물에 대하여 개시한다.본 발명에 따른 피부 침투성 및 안정성이 우수한 나노캡슐 공법을 이용한 피부주름 개선용 화장료 조성물은 히알론산나트륨(sodium hyaluronate) : 5 ~ 15 vol%, 폴리스티렌술폰산나트륨(sodium polystyrene sulfonate) : 6 ~ 9 vol%, 규산나트륨(sodium silicate) : 4 ~ 6 vol%, 아세틸헥사펩타이드-8(acetyl hexapeptide-8) : 4 ~ 6 vol%, 프롤린(proline) : 0.5 ~ 2.0 vol%, 라이신(lysine) : 0.5 ~ 2.5 vol%, 카퍼트리펩타이드-1(copper tripeptide-1) : 0.1 ~ 1.5 vol%, 디메틸에탄올아민(Dimethyl Ethanol Amine : DMEA) : 0.1 ~ 1.0 vol%, 판토텐산(pantothenic acid) : 0.2 ~ 0.9 vol%, 레시틴(lecithin) : 0.3 ~ 0.7 vol%, 콜레스테롤(cholesterol) : 0.1 ~ 0.8 vol%, 에칠헥실글리세린(ethylhexylglycerin) : 0.2 ~ 0.7 vol%, 카프릴릴글리콜(caprylyl glycol) : 0.3 ~ 0.8 vol%, 헥실렌글리콜(hexylene glycol) : 0.1 ~ 0.6 vol%, 아데노신(adenosine) : 0.02 ~ 0.06 vol%, 알에이치-올리고펩타이드-1(rh-olig
