According to the present invention, a transition metal complex-encapsulated micelle or a heat-treatment product of the micelle is provided, wherein the micelle is formed from a block copolymer of a hydrophilic polymer and an anionic polymer and a transition metal complex or an amphoteric metal complex, and a transition metal or an amphoteric metal in the complex is in an oxidized form.
