A user operating unit(14) controls operation of a robot for surgery with an operation of a user. A signal processing unit(16) changes movement of the user operating unit into a control signal of the movement of the robot for surgery and outputs it. An operation tracker(60) comprises an operation detection processor(64) and a camera(62) for obtaining an image with regard to movement of a hand.
