The present invention relates to functional feed and liquid fertilizer from food waste using a liquid fermentation-decomposition treatment apparatus, and a manufacturing method and a manufacturing facility thereof which produce the functional feed by: automatically measuring the insertion amount of the food waste assorting and removing adulterations for improving efficiency while crushing the food waste separating and collecting wastewater and solid parts from effluent discharged during a fermenting and decomposition process using a sediment tank or a centrifugal separator reusing supernatant from the separated wastewater, and using the remaining wastewater as the liquid fertilizer or purifying the remaining waste water for separating microorganism solid parts, nitrogen, and phosphorus delivering or discharging the wastewater to a sewage terminal disposal plant adding and mixing meat, fish, grain excipients for the nutritional balance to the collected solid parts and microorganism solid parts and sterilizing, fermenting, and drying the mixture. The wastewater in high concentration which cannot be used in the sewage terminal disposal plant after the ban on the dumping of raw sewage at sea can be treated on the ground.본 발명은 음식물쓰레기 자원 재활용을 위하여 액상발효분해처리장치를 이용하여 음식물쓰레기로 제조된 기능성 사료와 액상비료 및 그 제조방법과 제조시설에 관한 것으로서, 음식물쓰레기의 투입량을 자동 계량하고, 효율이 높아지도록 협잡물을 선별제거하면서 파쇄하며, 이송후 특허등록 제10-1131935호의 액상발효분해처리장치를 이용하여 음식물쓰레기를 약 60~70%정도 질량을 감소시키고, 발효분해처리시 급수되어 배출되는 배출수에서 폐수와 고형분을 침전탱크 또는 원심분리기를 이용하여 분리수집하며, 분리된 폐수 중 상등수를 세척수로 재사용하고 나머지는 액상비료로 이용하거나 정화처리하여 미생물고형분과 질소,인을 분리하고 하수종말처리장 송출 또는 방류하고, 수집된 고형분 및 미생물고형분에 영양분 균형에 필요한 육,어,곡류 부형재를 첨가하여 혼합후 멸균한 뒤 발효 및 건조하여 기능성 사료를 제조하는 것으로, 음·폐수 해양투기금지 이후 하수종말처리장에서도 못 받아주던 고농도의 음·폐수를 육상처리 가능케 하는 것을 특징으로 하는 액상발효분해처리장치를 이용하여 음식물쓰레기로 제조된 기능성 사료와 액상비료 및 그 제조방법과 제조시설을 제공하는 것을 특징으로 한다.상기 목적달성을 위한 본 발명은 음식물쓰레기 수거차량(13)으로부터 음식물쓰레기(A)의 실중량을 산출하고 정보를 기록, 감시, 출력하는 계량과정(S110)과 상기 음식물쓰레기 수거차량(13)의 음식물쓰레기(A)를 투입받는 투입과정(S120)과 상기 투입된 음식물쓰레기(A)로부터 협잡물을 선별하고 제거하면서 음식물쓰
