PROBLEM TO BE SOLVED: To provide a plant-cultivating apparatus enabling agriculture on a sea surface at a low cost, and preventing replant failure caused by over-cultivation and causing problems in a conventional cultivated land. SOLUTION: This plant-cultivating apparatus is obtained by forming a cultivation part 3 surrounded by a floating body 2 contacting with the water surface, and having a base material for cultivating the plants arranged in the inside, a solar heat absorber 4 for accelerating vaporization of water, installed in the outside, a heat-transferring body 5 for introducing the absorbed heat to the bottom part of the cultivation base material, and a heat-insulating material installed in the lower part of the water-contacting part of the heat-transferring body 5. Preferably, a film 7 arranged at the bottom part of the plant cultivation part 3 is a water vapor-permeable membrane, and a hole 13 for allowing seawater to flow in is installed in the heat-transferring body 5.
