An assessment value determiner (46) establishes an assessment value for where the position/orientation of the movable body is matched to each of the plurality of stipulated conditions. This assessment value is for where the movable body is being moved along the travel path. An order determiner (48) determines, on the basis of the assessment value, a set order in which to match the position/orientation of the movable body to each of the stipulated conditions.
