PROBLEM TO BE SOLVED: To provide a levee plastering machine capable of performing a top place treatment of an old levee at a constant scraping rate in accordance with the height of the old levee.SOLUTION: A top place treating rotor 41 attached to the leading end of a rotor supporting member 42 can be vertically rocked by the rotation of the rotor supporting member 42, and a rotation center axis 41a of the top place treating rotor 41 is equipped with a grounding member 50 shorter than a tilling pawl 44. The rotor supporting member 42 is urged to rotate downward by dead weight.
