The present invention relates to an emulsifying cosmetic composition comprising (A) a monomeric unit, (I) a polymerizable hydrophilic monomer having a carboxylic acid, phosphoric acid, or sulfonic acid neutralized with a base； 1 to 30 mass%, (II) a silicone macromonomer represented by the following general formula (1), or a silicone dendron group-containing polymerizable monomer； (B) an emulsion, and (C) water, which has a structure containing at least 10% by mass of anionic acrylic silicone copolymer and has an acrylic chain in its main chain. Thereby, a cosmetic composition which is excellent in emulsion stability and has no tackiness is provided.
