The determination device 40 includes: an expression detecting part 41 for detecting blinks of the driver 20 and the movement of a visual line from the photographed image of the infrared camera 30 a driver condition detecting part 42 for detecting the awakening degree, the cognition degree, the information presentation threshold L and the frequency P of occurrence of a panic from the blinks and the movement of a visual line and a panic foretaste determining part 43 for comparing an information presentation threshold L with an integrated value Pe of the frequency P of occurrence of a panic to determine the state where the driver 20 highly probably enters the abnormal condition.
