A device for storing and discharging a liquid or gel material comprises a vertically lapped nonwoven as a storage medium 4 for the liquid or gel. Preferably the nonwoven comprises a mixture of fibre types and/or fibre material compositions, and is in a compressed state. The back surface or the nonwoven may be heated to melt and coalesce the surface fibres such that it has a no-open-pore surface structure. The device may have a liquid mediating layer 3 located between the storage medium 4 and a discharge surface. Physical features 12 may prevent full contact with a human or object in use. The storage material 4 may be located in a tray (40, Figure 4) which has an associated holster (80) for holding the tray in use. The device may be used to dispense an ethanol gel for infection control in a healthcare environment such as a hospital.
