PROBLEM TO BE SOLVED: To provide a hair growing agent which is produced by finding out a substance which has a hair growth function among natural products with high safety and using it as an active ingredient, and to provide a hair cosmetic for hair growth.SOLUTION: The hair growing agent of the present invention, an anti-androgenic hormone, or a hair papilla cell proliferation promoter contains an extract from a leaf part of a licorice and/or a Himalayan raspberry as the active ingredient. Moreover, a vascular endothelial growth factor (VEGF) production promoter of the present invention, a bone-morphogenetic factor-2 (BMP-2) production promoter, or a fibroblast growth factor-18 (FGF-18) production promoter contains the extract from the leaf part of a licorice as the active ingredient.
