Provided is a transparent to translucent stable cosmetic preparation which, when applied, can impart effects and real feelings such as an excellent feeling of permeativeness, a feeling of nonstickiness, and a skin-softening effect. The transparent to translucent stable cosmetic preparation comprises (a) a hydrogenated phospholipid, (b) one or more compounds selected from among branched higher fatty acids and branched higher alcohols, and (c) a polyhydric alcohol that acts as a good solvent and/or a poor solvent for the component (a). The component (b) is preferably isostearic acid and/or isostearyl alcohol.
