The present invention relates to technology for determining the presence of an occupant by using radar and, more specifically, to a device for sensing an occupant capable of effectively sensing the occupants presence regardless of motion of a person in an indoor space in which installation of video devices for photography is prohibited due to human rights violations and privacy issues such as public toilets, dressing rooms, and simple shower rooms. The device for sensing an occupant comprises an impulse radar sensor, a controlling device, and an outputting unit. The impulse radar sensor is positioned in an indoor space in which the installation of the video devices for photographing the indoor space is prohibited. The controlling device determines whether an occupant exists in the indoor space by extracting contraction-relaxation information of a body organ from an impulse signal received in the impulse radar sensor. The outputting unit outputs an occupancy determining result in accordance with control of the controlling device.본 발명은 레이더를 이용하여 재실 여부를 판정하는 기술에 있어서, 특히 공중화장실이나 탈의실이나 간이샤워실과 같이 인권침해문제 및 사생활침해문제로 인해 내부 촬영을 위한 영상디바이스의 설치가 불허된 실내에 대해 사람의 동작 여부에 상관없이 재실 여부를 효과적으로 감지해 주는 재실 감지 장치에 관한 것으로, 내부 촬영을 위한 영상디바이스의 설치가 불허된 실내에 구비되는 임펄스 레이더 센서； 상기 임펄스 레이더 센서로 수신된 수신 임펄스신호로부터 신체 장기의 수축 이완 정보를 추출하여 상기 실내의 재실 여부를 판정하는 제어기； 상기 제어기의 제어에 따라 상기 재실 여부의 판정 결과를 출력하는 출력부를 포함하여 구성되는 것이 특징인 발명이다.
