The present invention relates to an apparatus for manufacturing ozone cream with a temperature and humidity controller, which comprises an oxygen generating unit, an ozone generating unit, and an ozone cream manufacturing unit. The oxygen generating unit includes: a refrigerant dehumidifier for controlling temperature and humidity inside the apparatus for manufacturing ozone cream； a thermo-hygrostat chamber unit which includes the refrigerant dehumidifier； an air filter for filtering dust and contaminants in the air； an air compressor for compressing and storing the air filtered by the air filter； an oxygen generator which concentrates oxygen in the air stored in the air compressor to high concentration to generate pure oxygen； an oil-free high pressure compressor which makes high pressure oxygen by removing oil contained in the oxygen generated by the oxygen generator； an oxygen cooling pipe which cools the oxygen which is high pressure compressed, and in which oil is removed by the oil-free high pressure compressor； and a moisture removing filter which removes moisture of oxygen condensed through the oxygen cooling pipe. The ozone generating unit includes: an ozone discharge tube which receives oxygen, compressed by removing moisture and oil therefrom, from the oxygen generating unit to generate ozone through a high frequency silent discharge method； and an ozone gas moisture removing pipe which removes moisture remained in ozone gas generated through the ozone discharge tube. The ozone cream manufacturing unit includes an olive oil column which injects the ozone gas, in which moisture is removed through the ozone generating unit, into olive oil.
