PURPOSE: A makeup cosmetic composition is provided to minimize the dryness of existing makeup cosmetic materials using 40% or more of moisturizing ingredients and to maximize long-lasting makeup property. CONSTITUTION: A method for manufacturing a makeup cosmetic composition comprises the steps of: heating and mixing 30.0-45.0 wt% of oil ingredients to form a first mixture； uniformly mixing 55.0-70.0 wt% of makeup powder to form a second mixture； inputting the second mixture to a mixer and spraying the first mixture to mix the first and second mixtures and prepare powder； maturing the powder； and filling the powder in container and molding. The powder contains 0.1-10.0 wt% of hollow type silica.점탄성 성질을 갖는 고보습 메이크업 화장료 조성물 및 이의 제조 방법이 제공된다. 본 발명의 일 실시예에 따른 화장료 조성물은, 55.0 내지 70.0 중량%의 메이크업 파우더와, 30.0 내지 45.0 중량%의 오일성분을 포함하되, 상기 메이크업 파우더는 0.1 내지 10.0 중량 %의 hollow 타입 실리카를 포함하는 것을 특징으로 한다.
