The invention relates to the pharmaceutical industry and more particularly to a method for producing a liquid-based drug or biologically active agent. The method involves dissolving sodium bicarbonate and potassium bicarbonate in water such that the ratio of sodium ions to potassium ions in the water is 2-6:1, then reducing the redox potential of the resultant solution to a value of from 0 mV to -900 mV and dissolving the active ingredient of the drug or biologically active agent in the resultant solution. The invention makes it possible to produce drugs and biologically active agents in which the pharmaceutical ingredients are present in a temporally stable, reduced form, which results in an increase in the affinity thereof to the reduced form of the active ingredient when it enters the body fluids.Linvention concerne lindustrie pharmaceutique et notamment un procédé de fabrication dun produit médicamenteux ou biologiquement actif sur une base liquide. Le procédé comprend la dissolution du bicarbonate de sodium et du bicarbonate de potassium dans leau de manière à ce que le rapport des ions de sodium et des ions de potassium dans leau soit 2-6: 1, puis la baisse du potentiel doxydo-réduction de la solution obtenue jusquà une valeur de 0 mV à -900 mV et la dissolution du principe actif du produit médicamenteux ou biologiquement actif dans la solution obtenue.
