Provided are a target for generating charged particles and a treatment device using same. The treatment device includes: a target for generating charged particles including a target layer which generates charged particles by an incident laser beam and a self-assembled monolayer which is provided to one surface of both facing surfaces of the target layer and a laser which irradiates a laser beam to the self-assembled monolayer to generate charged particles from the target layer and project the particles to the tumor of a patient. The self-assembled monolayer generates plasma by a laser beam.
