PROBLEM TO BE SOLVED: To provide a hair-perming composition which can be used for permanent treatment to hair, and which can keep the hair in a state of providing voluminous feeling and firmness/stiffness for a long time.SOLUTION: A hair-perming composition 100 has an emulsion structure including granular first phases 11 and a second phase 12 where the first phases 11 are dispersed. The hair-perming composition 100 contains: an inorganic particle dispersion 1 constituting one of the first phases 11 and the second phase 12, which comprises hydrophobic inorganic particles 2 whose average particle diameter in primary particles is 1 nm to 15 &mu；m, and an oil-soluble dispersant 5 where the hydrophobic inorganic particles 2 are dispersed； an aqueous solvent 10 constituting the other one of the first phases 11 and the second phase 12； a surfactant 9 for forming a boundary surface between the first phases 11 and the second phase 12； and hair-perming components included in the first phases 11, the second phase 12, or both the first phases 11 and the second phase 12. The content ratio of the hydrophobic inorganic particles 2 is 0.03 to 15.9 mass% of the total mass, and the content ratio of the oil-soluble dispersant 5 is 1.5 to 20 mass% of the total mass.
