PROBLEM TO BE SOLVED: To provide a transparent or translucent cosmetic that excels in rapid skin familiarity, non-stickiness when being dried, and preparation stability.SOLUTION: The transparent or translucent cosmetic includes: (a) a silicone surfactant shown by formula (I) and (b) a block type alkylene oxide derivative shown by formula (II). In the formula (I), R1 denotes a 1-6C alkyl group R2 denotes a hydrogen atom or a 1-6 alkyl group and k is an average addition mole number of an oxyethylene group and denotes the number of 3-20.
