PROBLEM TO BE SOLVED: To provide a target person safety confirmation device excellent in portability and capable of detecting data without impairing comfort of a target person and surely checking the safety of the person.SOLUTION: The target person safety confirmation device 10 includes a portable terminal 12 carried by a target person and a monitoring center 14 connected with the portable terminal 12 via a communication line 16 for monitoring the target person based on information issued from the portable terminal 12. The portable terminal 12 has a sensor 18 arranged leaving a space from the target persons body surface for detecting a motion of the body surface, a condition determination part 20 for determining condition of the target person based on the motion of the persons body surface detected by the sensor 18, and an issuance part 22 for issuing safety information of the target person to the monitoring center 14, based on the condition of the person determined by the condition determination part 20.
