A pipe for supplying coolant with the valve and a pipe for discharging coolant with the valve are brought to the bottom of the vertical tank at its outer wall. The level sensor which is mounted in the upper part of the vertical tank on its side wall, an outside air temperature sensor which is mounted outdoors, and the air temperature sensor of the storage chamber embedded into the chamber soil are connected to the control unit.
