PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion cosmetic which maintains water resistance and sebum resistance, suppresses a feeling of dryness in finished skin, suppresses feeling of being caught and feeling of stiffness at the time of initial application of a powder cosmetic, and provides smoothness and a moist feeling to the finished skin.SOLUTION: An oil-in-water type emulsion cosmetic comprises: (A) 0.01 to 5 mass% of a derivative of water-soluble polysaccharide (B) 0.01 to 40 mass% of fluorine-modified silicone having a polysiloxane unit represented by general formulas (1) and (2), in which Rf represents a perfluoroalkyl group having a C6 straight or branched chain, R1, R2 and R3 represent an alkyl group having a C1-6 straight or branched chain, m represents 2 to 6, n represents 1 to 6, p represents 3 to 50, and s represents 1 to 5 (C) powder treated by tridecafluorooctyl triethoxysilane and (D) particulate zinc oxide which is subjected to surface treatment with silicone or alkylsilane and has specific surface area of 10 to 100 m2/g.
