A protective apparatus for a distribution line conductor includes an elongate tube configured to be installed on the conductor and a plurality of annular members concentrically positioned on the tube and configured to rotate independently of each other. The tube has a longitudinal axis and defines a longitudinally extending chamber configured to receive the conductor. The tube has opposite first and second ends and a longitudinally extending opening from the first end to the second end that facilitates installation of the elongate tube on the conductor. Each annular member includes an outer surface and a plurality of circumferentially-spaced apart members extending outwardly from the outer surface.
