The bracket is installed in the bottom of a rear portion of a seat plate. The case is fixed to the bracket by a fixing nut. A connection pipe(117) of the rear side of the case is connected to an outer water supply house(104). The partition plate is installed inside the case and includes a through hole(115) to separate the inside thereof into a cylinder room(112) and an actuating room(113). The fixed shaft is supported by a support(124) and includes a taper portion(123).
