Provided is a water-absorbing sheet structure in which an absorbent layer comprising a water-absorbing resin and a binder is interposed between nonwoven fabrics from the top and the bottom of the absorbent layer. The absorbent layer has a structure that is divided into a primary absorbent layer and a secondary absorbent layer by a fiber substrate having a void ratio of 91% to 99%. The water-absorbing resin content is 100 to 1,000 g/m2 and the binder content is 0.05 to 2.0 times the water-absorbing resin content (mass standard).
