PROBLEM TO BE SOLVED: To provide a water-retentive block which can be simply manufactured, which is excellent in water retentivity even when a water retention material is not used, and which has high flexural strength even when a side surface and the like are not coated with mortar and the like.SOLUTION: The water-retentive block is made of a hardening body of a cement composition which includes cement, fine aggregate, coarse aggregate, an admixture for concrete and water, in which a cement mixing amount per unit volume is in the range of 360-550 kg/mand the filling rate of which is in the range of 80-90%. The water-retentive block has a bending strength of 5.0 MPa or more, a water retention amount of 0.15 g/cmor more, and a suction height of 70% or more.
