The traditional Chinese medicine composition consists of the following raw pharmaceutical ingredients: 20 to 120 parts of rhubarb, 7 to 30 parts of sappan wood, 7 to 30 parts of evodia rutaecarpa, 7 to 30 parts of artemisiae argyi, 90 to 200 parts of motherwort, 3 to 20 parts of turmeric, 15 to 60 parts of white peony roots, and 7 to 30 parts of faeces of flying squirrel by weight. The preparation method comprises the steps: step 1: performing distillation and extraction from turmeric steam, and collecting volatile oil and distillate； step 2: performing extraction on dregs left in the steam extraction in step 1 and on other raw medicinal materials by using an organic solvent soluble with water, and concentrating the extracted solution to obtain a cream； and step 3: mixing the cream obtained in step 2 with the volatile oil and distillate obtained in step 1.
